William was the son of Jacob and Mary Gill Troupe (born in either PA or DE). He married Caroline Buckus Roan (1848-1917) on August 31, 1865. They had five children; Ella B. Troupe (1863–1932), Elizabeth Ann Roan Troupe Willard (1866–1904), William Mifflin Troupe (1871–1928), Charles V. Troupe (1874–1948), John Franklyn Troupe (1877–1921). William was a cabinet maker by trade.
