Harold R. Scoville graduated with a law degree from the University of Arizona. He was a prominent Phoenix attorney and judge, in addition to serving as Maricopa County Attorney for two years. From 1943 to 1947, he served as a Maricopa County Superior Court Judge, and he was a founder and first president of the Arizona Boys Ranch, a juvenile rehabilitation facility in Queen Creek.
