Harlow spent 17 years on the Indio City Council, before he decided not to seek a second term in 1987. He served two terms as mayor. His career in city politics begin in 1966 when he was appointed to the Indio City Planning Commission.

He moved to the desert in 1951 to accept a teaching job at Coachella Valley High School. He taught shop classes and coached junior varsity football, in 1956 he because coach of the varsity football team He quit coaching and teaching to become an attendance supervisor. He remained a administrator for the Desert Sands School District until he retired in 1984. In addition he served as president of California of Child Welfare and attendance in 1968-69.
