William Washington Higgins was a retired school teacher and school administrator. He was the principal of the Crockett School for 16 years. He resigned when he was elected as the superintendent of Harris County Schools and served a two-year term beginning in January, 1921. He lived 40 years in Houston, then moved to Huntsville, and later, Highlands, where he had lived the last three years.
