A native of Winchester, he was born June 7, 1920 to Jim Fulmer and Nora Holiday Fulmer. Mr. Fulmer served with the United States Army in World War II. A member of Oaklawn Baptist Church, he was a retired machine operator for E & B Carpet Mills.
Services will be held June 24 at Moore-Cortner Chapel with Rev. Ray Gardner officiating. Burial was at Franklin Memorial Gardens.
Mr. Fulmer is survived by his wife, Nannie Lee Fulmer; one daughter, Kathy Martin of Winchester; two sons, Phillip Fulmer of Knoxville, and Glen Fulmer of Winchester; one brother, Everett Fulmer of Winchester, and eight grandchildren.
