He was a longtime member of Fairwinds Baptist Church in Bear, DE. But most importantly, he was a devoted family man.
Mr. Riggs is survived by his wife, Ersline Riggs; daughter, Joy Jones of Saraland, AL; sons, James E. Riggs II and Jason E. Riggs, both from Bear, DE; grandchildren: Robert Thompson, Katrina Riggs, Haley Riggs, and Daniel Buckson; 4 great grandchildren; brothers: Sam, Roger, Benny, and Daniel; sisters, Zola and Wanda; step-daughters, Debbie and Maryann; step-son, Richard; several step-grandchildren; and many loving nieces and nephews.
