Congressman and Jurist. Born in Marshall, Texas, he received an associate's degree from the College of Marshall (now East Texas Baptist University) in 1940, attended the University of Texas Law School, and joined the Army Air Force for World War II, serving from 1943 to 1945. Hall received bachelor's and law degrees from Baylor University in 1946 and 1948, became an attorney, and served as Chairman of the Marshall Board of Education from 1972 to 1976. In 1976 he was the successful Democratic nominee for the US House of Representatives in a special election held to fill the vacancy caused by the death of Wright Patman. Hall was reelected five times and served from June 1976 to May 1985. In 1985 President Ronald Reagan appointed him as US Judge for the Eastern District of Texas, a political move (which failed) designed to replace Hall with a Republican. Hall served as a federal Judge from 1985 until his death in Marshall.
