Lawyer, Businessman, Socialist, Mayor. Elected the second socialist mayor in 1916, and served 24 consecutive years. He was the city's second youngest mayor. He was born in Waukesha, Wisconsin, and worked his way through the State University by washing dishes and doing other jobs. Graduated in 1905. Studied law at Kent College, Chicago. First big task as a lawyer was drafting the Workmen's Compensation Act.
