US Navy Officer. He attended Philips Exeter Academy and Harvard University before beginning at the US Naval Academy. He graduated in 1909 and was a career officer, receiving the Navy Cross during World War I. He was regarded as an expert on foreign affairs as a result of several overseas postings as an Attaché at American embassies. He served on the staff of the Naval War College before retiring at the rank of Commander in 1927. Koehler was the second husband of Matilda Bigelow Pell, who had been married to Congressman and Ambassador Herbert C. Pell, and was the mother of Senator Claiborne Pell.

The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Commander Hugo William Koehler, United States Navy, for distinguished services in the line of his profession for duty in connection with preparation of submarine chasers for duty in the War Zone and subsequently their operation in the Irish Sea and off the coast of Ireland during World War I.
