Circumstance: On Sunday, October 17, 1921, Officers Chinn and Millard Collins, of the Third Precinct went to 1148 Lingers Court, NW, for the sounds of gunfire. Upon arriving, officers found numerous individuals fighting over a craps game. As the officers approached, they were met with gunfire. Officer Chinn was shot in the side and disabled. Officer Collins continued up into the house and returned fire expending all his rounds. Officer Collins then returned to Officer Chinn and retrieved his gun and again entered the house and returned fire. The suspect, George Scott, aka "Dad" age 19 years was later caught at 2115 D Street NW, and confessed to the shooting. Officer Chinn died later at Emergency Hospital in spite of the efforts of doctors who transfused a unit of blood donated by Inspector Charles Evans. Officer Chinn's father, Stapelton H. Chinn, and sister, Inez Chinn Kishpaugh, were with him at the time of his death, having come from their home in Stafford County Virginia where Officer Chinn was born.
George Scott, #100011863, 19 years old, pleaded guilty to Second Degree Murder and was sentenced to a life term by Chief Justice Walter I. McCoy. See memorial number 7254698.
In addition to his father and sister, Officer Chinn was survived by his mother, Susan A. Chinn.
