William Philip Welch was born April 29, 1894, in Missouri Valley, Iowa. His mother was Kate Kirlin, born in Carnanreagh, County Derry, Ireland, and his father was William H. Welch, born in Janesville Wisconsin to immigrant parents born in County Kerry, Ireland.

William P. Welch attended Creighton Law School and was admitted to the Bar in 1916, the same year that he married Verna Ruth Coulthard. The two lived in Logan and had five children: Marjorie, William, Philip (who died as an infant), Edward, and Patricia. William was active politically, and was a well-known trial lawyer.

William P. Welch's Irish heritage was extremely important to him, as were his Catholic faith and his Democratic political party. William's mother and his paternal grandparents were born in Ireland; he taught Irish songs, the Irish jig, and Irish sayings to his children, and they were passed on to his grandchildren.

Obituary from the Logan Herald Observer, Thursday, August 28, 1952:
"William P. Welch, Logan, attorney for 36 years, passed away about 8 p.m. after an illness of approximately four years duration. He was 58 years of age.
" Funeral services in charge of Bolton-Cranston Funeral Home will be held at St. Anne's Catholic Church in Logan at 10 a.m. Friday, August 29. Interment will be in Mt. Carmel cemetery at Missouri Valley.
"Mr. Welch was born at Missouri Valley April 29, 1894. He was graduated from Missouri Valley high school and then from the Creighton University Law College in Omaha in 1912. He was married to Verna R. Coulthard. In 1916, he began his law practice in Logan.
"A Democrat, Mr. Welch had sought several political offices and at one time was a candidate for congressman from this district.
"He is survived by his wife; two sons, William H. and Edward J. of Logan; two daughters, Mrs. Robert Booher of New York City and Patricia of Logan, and seven grandchildren."

His son Edward James Welch said that his father's death was peaceful and spiritual, in his home, surrounded by his family.
