United States Army Officer. He graduated from the United States Military Academy at West Point, New York in 1867, having entered during the height of the Civil War in 1863. Serving first as a 2nd Lieutenant in the 5th United States Artillery, he was transferred to the 5th United States Cavalry in 1871, and served in the South and in the American Frontier. He later returned to the artillery branch, serving as an Inspector General with the rank of Major when he died in San Francisco, California in 1904.

He was the son of United States Congressman Green Adams.

"Major Adams Buried
Funeral services over Major Thomas Randolf Adams, who died from injuries received in a trolley accident at San Francisco, were held yesterday at his father's residence, 1921 Green street, interment being made in the family lot at West Laurel Hill Cemetery."
