Mr. Deer was born May 28, 1944, in Columbia, a son of the late Vivian St. Clair Deer and Annie Joyce Pankey Deer.
He graduated from Carlisle Military Academy in Bamberg, attended Berry College, and graduated with honors from Palmer College.
He served in the South Carolina National Guard. In 1968, he joined the South Carolina Highway Patrol and was stationed in Clarendon County. In 1972, he became a Special Agene in the South Carolina Law Enforcement Division (SLED). After retiring from SLED, he was employed at Greenfield Plantation and served as a Deputy Sheriff for Georgetown County.
In 1992, Vick was a cofounder of the annual Retired SLED Reunion "20/20." He hosted this event at Campfield until his death in 2014.
In 2006, he retired from Greenfield Plantation and continued to support law enforcement in South Carolina, in Wyoming, and in other states.
He enjoyed many outdoor activities including showing and training horses, boating, fishing, hunting, and others.
He was survived by his wife, Annette Nolan Deer; a sister, Pankey Deer (Tee) Kite of Macon, GA; a sister-in-law, Janis (Fred) Powell of Pawleys Island; brothers-in-law Jerry (Jackie) Nolan and JW (Deborah) Nolan of Bennettsville; a son, Richard (Pamela) Deer of Roanoke, VA; a step-daughter, Jill Turner of Columbia; three grandchildren Sean, Anne, and Ashley; and numerous nieces and nephews.
Graveside services were 11:00 a.m. Thursday, December 11, 2014, in Pennyroyal Memorial Gardens. All law enforcement officers were requested to act as honorary pallbearers.
