Politician. Lawyer. Democrat. Born in Darlington, WI to James Rich and Phebe Anna (Budlong) Rose. Twice elected mayor of Darlington, WI. Came to Milwaukee in 1886, and elected mayor of Milwaukee five times; 1898, 1900, 1902, 1904, and 1908. A master showman and politician. Milwaukee's best "publicity agent." Loved parades and all public appearances. While mayor of Milwaukee he ran a "wide-open" town in spite of increasing protests from press and pulpit. And the good times rolled when "All the time Rosy" held forth in City Hall. His long period of political domination paved the way for the first socialist administration. He was a prominent member of leading fraternal, social and professional organizations. In 1924 he tried to make a political comeback and almost defeated Mayor Daniel W. Hoan. He resided in San Franciso for several years, dying in Milwaukee from complications due to diabetes at the age of 76. Just a few days before his demise he had embraced Christianity.
The inscription on the bronze plaque attached to the breast plate monument reads:
