He was a son of Joseph Neeley (War of 1812 Soldier) and Elizabeth Houston. He served in the Black Hawk War along with three of his brothers.

He served as a Private in Capt. Ozias Hale's Company, 4th Regiment, 3rd Bridgade, of Illinois Mounted Volunteers, called into service of the United States, on the requistion of Gen. Henry Atkinson, by the Governor's proclamation dated May 15, 1832. Mustered out Aug. 16, 1832. Enrolled June 19, 1832. This company was made up of men from Pike County, Illinois.

Samuel Neeley received a bounty land warrant on Sept. 1, 1860 #57559 for 160 acres in Waseca County, Minnesota for his service as a Private in Captain Hale's Company, Illinois Militia, Black Hawk War. He sold it to Rodolphus W. Clark.

He married Ruth Meredith on Dec. 31, 1829 in Pike County, Illinois. She was a daughter of William Meredith and Anna Peters.
