Neil was born Sept. 2, 1924 in Champaign, the son of Frank A. and Minnie Morris Oliger. He married Virginia Marie Rathjen on Dec. 2, 1944 in St. Louis, Mo. She preceded him in death on April 22, 2009. He was also preceded in death by his parents; daughter, Elaine Foltz; one brother and two sisters.
Survivors include his son, Jerry (Sue) Oliger; daughter, Marsha (Lee) Davis; son-in-law, Larry Foltz; five grandchildren and four great-grandchildren.
Neil retired from the University of Illinois, where he worked as a laborer-electrician. He served his country during World War II in the U.S. Navy having served aboard the USS Gilmer in the South Pacific.
He was a very active member of the Immanuel Lutheran Church and he was a member of the Pesotum American Legion.
