Charles (his wife called him "Charlie") is the first born of nine children to Henry Howell Hughes and Agnes Eleanor Gardner. His younger siblings are Martha, Fredrick, Medie, Ruth, Agnes, Hannah, a baby boy, and Ethel. Charles spent his first about twelve years in Mendon, Cache Valley, Utah. About 1886 they moved to Teton, Idaho. Charles' father was a blacksmith.
On July 20, 1900, Charles married Jane Anne MePhie in Evanston, Wyoming. Charles and Jane became parents to four daughters and four sons. Their first child, Anna Maud, died before she was two years old. The rest of the children are: Gilmore, Florence, Letha, Elwin, John, Russell, and Velma.
The family lived in Teton, Idaho where Charles worked in farming. In 1918 he was working with G. Schwendiman at Bowerman, east of Newdale. Eventually became sick with asthma. After that he took care of the younger children while Jane worked at the Seed House.
