He was born in Reno, Nev., a son of the late Charles A. and Dorothy M. Cooper States. He was a graduate of California State Polytechnic College with a BS in electrical engineering and a BA in mathe-matics. Mr. States retired from the CIA after 25 years of service and thereafter worked for Questech and CACI International, as well as being a consultant.
Preceding him in death was his wife, Caroline; and his sister, Joyce Ann Ransford. Surviving are his son and daughter-in-law, Charles and Stacey States, Orlando; stepbrother, Roger States; niece and nephews; and his companion of 7 years, Leslie Seifers.
Memorial contributions are suggested to the American Cancer Society, 1620 S. Clyde Morris Blvd., Daytona Beach, FL. Arrangements are in the care and trust of Craig-Flagler Palms Funeral Home.
