William Theodore Holcomb was the eighth of eleven children born to Eliott Bickford Holcomb and Ura Virginia Buckley, both originally of Perry County, Ohio. Bill was the last of the children born in Perry County, OH.

Bill married Mildred Edith Mathers, daughter of John Rankin Mathers and Phoebe Charlotte Gearhart, in April 1928, and together they raised six children (William Mathers, John Elliott, Dale Allen, Mildred Lucille (Oswalt), Robert George, and Thomas Charles). Bill worked as a card machine mechanic in woolen mills.
