The son of Jonathan Peter & Elizabeth (Burtnett) Riggleman, in 1860 he was a laborer presumably living in or near Tyrone Township, Perry County, Pennsylvania, where he had lived in 1850, although he is not found in the 1860 census but is in the 1863-65 draft registration residing there.

A Civil War veteran, he enlisted at the stated age of twenty-three in Loysville, Perry County, August 8, 1862, mustered into federal service at Harrisburg August 13 as a private with Co. H, 133rd Pennsylvania Infantry, and honorably discharged with his company May 25, 1863.

He married Anna Lindsey and fathered Bella M. (b. 11/11/68 - married George E. Siplinger), Anna M. (b. @1872), Alice (b. 01/13/75 - married John C. Mullen), George Parker (b. 10/06/76), and Martha Grace (b. 03/21/85 - married Charles D. Bixler).
