Robert retired from San Diego County - Department of Revenue and Recovery on August 22, 1995. He lived in El Cajon and was a parishioner at St. Kieran Catholic Church.

"The search for a missing elderly El Cajon man will focus on Oak Oasis County Park in Lakeside Thursday, a police lieutenant said. Robert Edward Downer, 82, was reported missing Tuesday by a neighbor who said she had not seen him in more than three weeks, said El Cajon police Lt. Tim Henton.
El Cajon police officers who went to Downer's home found the door was locked and there were no cars in the driveway, but food left out on a counter had spoiled, Henton said.
There were no signs of foul play, he said.
Officers later learned Downer's 1995 maroon Chevrolet Lumina was towed April 9 from Oak Oasis County Park at 12620 Wildcat Canyon Road.
A San Diego County sheriff's search and rescue team is to search the park Thursday.
Downer has had problems with his balance, but for the most part is in good health and has taken hikes in the past, Henton said.
He is white, around 5 feet 9 inches tall, weighs 160 pounds and has grayish-black hair."
Robert's remains were eventually found. His date of death was determined to be April 8, 2009, the day prior to his car being towed from Oak Oasis County Park.
