No matter what Joseph did he excelled at it. From being an honor student in High School to earning an MBA and several other advanced degrees he always sought to be the best and to use his knowledge to better the lives of others. At twenty-one he went to work for the State of California as a Transportation Analyst. At the age of twenty-four he was the youngest person ever admitted to practice before the United States Interstate Commerce Commission. He served as State Transportation Manager from 1977 to 1979. During his tenure he developed a pilot program in affirmative action for utilization of women and minority contractors. Taking a health-related hiatus from state service he became an Assistant Professor at Chapman College, Beale AFB and an adjunct professor at Yuba Community College. He returned to State service and served as an Administrative Law Judge for the Public Utilities Commission. He loved to travel and he doted on his beloved nieces.
