He is preceded in death by his parents and his brother, William Cartwright.

After moving to Arkansas from Trinity, the Cartwright family lived in the Park Hill community of North Little Rock. Jim graduated from North Little Rock High School in 1945. He then went on to study Business at the University of Arkansas and Sam Houston State University in Texas, earning a Bachelor of Business Administration degree in 1950.

From 1950 - 1953, Jim served as a Lieutenant in the U.S. Army, stationed in Wiesbaden, Germany with the occupied forces. After his discharge, he worked in his fathers beauty shop and later, the Arkansas Health Department.

Jim also served with a variety of service organizations, including the Little Rock Lions Club, and was a founding member of the North Little Rock Jaycees. While with that organization, he helped to build the Burns Park Golf Course.

In 1963, Jim met and married his wife of over 50 years, Margaret Stewart, of Lake Village, Arkansas. He and Margaret moved to EI Dorado, where Jim became Associate Administrator for Union Memorial hospital.

In 1973, Jim took over as State Commissioner of Social Services (aka, Dept. of Human Services), serving under both Gov. Dale Bumpers and Gov. David Pryor.

After serving as Social Services Commissioner, Jim served as President and co-founder of Intermed Health Care Facilities, administering a chain of nursing home facilities across Arkansas. Several years later, Jim sold Intermed and retired.

Jim enjoyed deer hunting and duck hunting, as well as music, dancing, computers and gardening. However, his favorite pastime was fishing on the lakes of Arkansas.

He would often take his sons and daughter, and later grand-children, on many camping and fishing expeditions around Beaver Lake, Bull Shoals, Greers Ferry, and Lake Ouachita. He and his brother William spent many hours, fishing for that ever-elusive, trophy bass.

Jim is survived by his loving wife, Margaret Cartwright, of Greenbrier. His five children from a previous marriage; Andy Cartwright of Dallas; Wayne and Geoff Cartwright of North Little Rock; Candice Wright of Sherwood; Clay Cartwright of Naples, FI.; as well as three grandchildren; Michael (Misha) Cartwright of North Little Rock; Elizabeth Cartwright of Estero, Florida; James (Adam) Cartwright of Brandon, FI.; and two great-grandchildren; James Elijah Cartwright and Silas Lewis Cartwright, also of Brandon Florida.

Funeral service will be Wednesday at 2:00 p.m. at Griffin Leggett Rest Hills.
