Carl was born in Rock Island, Illinois to Valentine Joseph "Val" Peter and Margaret Reese.
Carl graduated from Creighton Preparatory School and Creighton University in 1929 and became an attorney in Omaha, Nebraska. He was a member of the Omaha and Nebraska State Bar Associations and the Junior Chamber of Commerse, as well as the German-American Society, the Knights of Ak-Sar-Ben, and the Knights of Columbus.
Carl was married to Anna Marie Schinker on Sept. 24, 1929, in Omaha, and they had three children.
Carl died when he was only 54 years old of a heart attack while on vacation with his family in Port-au-Prince, Haiti.
