She was born in Caldwell, Idaho, on August 3, 1926 to John Lee Stockman and Winifred Mae (Feltwell) Stockman. She attended school in Caldwell.
Ione married a good looking baby faced sailor, Joe Franklin Jr. on June 6, 1947. Together they raised two daughters, Markey and Cheryl.
She spent her summers during her youth at her grandparent's ranch out of Jordan Valley, Oregon, on Owl Creek called the Pleasant Valley Ranch with her grandmother and grandfather Feltwell. She had fond memories of her and her brothers and sister riding often over to Jim's cabin and eating beans with an old hermit named Jim Mills.
She started her working career in printing at Caxton printers and ended her career at Shorb Printers. Ione was a member of the Gem of the Mountain Rebekah no. 5 for 50 years and held each post in the organization at least once and was the treasurer for the last 15 years.
She is survived by two daughters, Markey Block, McHenry, IL, and Cheryl Franklin (Mike) Miller, Sunnyslope, ID; grandchildren, Rob (Bonnie) Block, Clinton, WI, Jason Block, Sharon, WI, Kevin (Vickie) Romero, Kuna, ID; great-grandchildren, Alyssa Block, Sharon, WI, Bryan Block, Sharon, WI, Rebecca Endean, Clinton, WI, Ethan Kester, Portland, OR, Lucus Kester, San Francisco, CA, Kelly (Krystal) Kester, Willispon, ND; great-great-grandchild, Chloe Endean, Clinton, MI; nieces, Judy Haagenson, Lake Oswego, OR, Cindy Henzler, Caldwell, ID, Tara Dubose, Caldwell, ID, Audrey Lee, Wilmington, NC, Karen Alphin, Kure Beach, NC, Felicia Schultz, Wilmington, NC; nephews, Ken Stockman, Nampa, ID, Ted Franklin, Florence, MT; numerous cousins, very close and special friends Debbie Gray, Kelsey Kirkpatrick, Frances Rudd, Jon Sandoval, and numerous friends from the order of the Odd Fellows and Rebekah's.
