Cesar was the son of Francisco Lozada and Georgia Chavez Lozada. He was born at Paita in the Piuru Region of Peru. He immigrated to America with his family in 1924. They made their home at San Francisco, California where Cesar's father was the owner of a barber shop. He completed high school and enlisted in the service on 19 June 1942. He was a World War II era veteran, as well as Korea and Vietnam.
