William Louis Conrad Evensen was known as Joe Bill Evensen to his elementary school classmates. Joe Bill had two siblings: Constance Aloha Walker and Evelyn Evensen. His mother, Harriet “Hattie,” was born in Warm River, Fremont, Idaho on January 26, 1906, the daughter of Lorin Paul Walker and Sarah Louisa Howell. His father, Conrad immigrated to America from Norway. He died in Montana, where he is buried.

1940 — Census. The U.S. Census shows that Joe Bill Evansen, 3, was living with his parents Conrad Evansen, 44, and Hattie Evansen, 34, and his sister Evelyn, 7, in Lincoln, Wyoming. The family was living with Joe Bill’s brother-in-law, Cecil, 20, and Connie, 17, Whitmore.

A petition by William Conrad Evensen, born July 23 1936, at Ashton, Fremont County, Idaho, now residing at 479 West 18th Street, Idaho Falls, Idaho proposing a change in name of Louie Conrad Evens, had been filed in the above settle court (District Court of the Ninth Judicial, District of the State of Idaho, in and for Bonneville county), the reason for the change in name being “that petitioner dislikes the names of William and Evensen,” that the name Evensen is hard to say and confusing and people are continually getting it wrong; that many people call him by the name of Evens, and he likes this name much better. Such petitions will be heard at ‘such time as the court may appoint, and objections may be filed by any person who can, in such objections show to the court a good reason against such change of name. *—From the files of The Post-Register (Idaho Falls, Idaho) published on Sunday, September 4, 1960.
