Rosa Bell Davis was born in Dinsmore, Mercer County, Missouri, to John Wesley "Wes" Bales and Margaret Elizabeth (Thogmartin) Bales. She was called "Rosie" and "Rose," according to a family history left by her niece.

Rose married Fred E. Davis on December 27, 1896, in Harris, Sullivan County, Missouri, by Justice of the Peace J.H. Morris at the home of John Wesley "Wes" Bales, her father, according to her marriage certificate.

She died in Goldendale, Washington, and was buried in Mabton Cemetery.
