Son of Charles Chase Parker Fulton and Clara Hobson and the youngest brother of Robert Leland, Charles Elmer, and Frank Merwyn Fulton. C.P. "Pat" Fulton was born in Greenville, Texas, but spent most of his youth in the Washington towns of Aberdeen, Vancouver, Chehalis and Tacoma. He met Betty Biner in Pasco, Washington in 1942 when both were working for the U.S. govt. When they married in 1946 Pat was 45 years old. He and Betty would raise a family of ten children in Portland, Oregon. Their children were William; Charlene; Charles; Mary; Leslie; Joseph; Daniel; Robert; Fredrick and Thomas Fulton.
