He was the son of Simeon M. Johnson (1814-1872), whose place of burial is unknown as of October 6, 2012 and Ellen Roche Johnson.
On January 6, 1897 as Paul Evarts Johnson, he married Juliet May Norton in the District of Columbia.
They were the parents of four children.

Paul Evarts Johnson was born in the District of Columbia. He attended private schools in the District and graduated from Georgetown University Law School. He had been a member of the Board of Directors of the Liberty National Bank since it was founded and served on the board of the St. Vincent's Home and School. He was a member of the Metropolitan and Chevy Chase Clubs and attended St. Matthews Cathedral. He was a resident of 2130 R Street Northwest. He died at age 84 on Saturday, July 3, 1954 of a heart attack at Blue Ridge Summit in Pennsylvania while visiting his son, John N. Johnson. He was predeceased by his wife, Juliet Norton Johnson, who died in 1952. Survivors included two sons: John Norton Johnson of Annapolis, Maryland and Paul E. Johnson Jr. of the District and two daughters: Mrs. Chapman C. Todd Jr. of Rockville, Maryland and Mrs. Charles A.R. Gibbs of the R Street residence; six grandchildren and eight great-grandchildren. Requiem mass was offered at St. Matthew's Cathedral at Rhode Island Avenue near Connecticut Avenue. Arrangements were by Gawler's Chapel at 1750 Pennsylvania Avenue Northwest. Interment was private. The family requested no flowers.
