Mr. Earp was born July 2, 1909, in Butte, Mont., and moved to Payette, Idaho, in 1913. He graduated magna cum laude from the University of Portland in 1940, then was a radio engineer for KOIN and KGW until World War II, during which he installed and tested radio equipment in Liberty ships in the Kaiser shipyards. Afterward, he was with the FBI for 26 years, retiring as a special agent in 1966. In 1942, he married Isabel Ann Gilbaugh; she died in 1997.
Survivors include his sons, John H. of Hillsboro, Joseph E. of Blue River, Michael G. of Lake Oswego, Stephen J. of Wilsonville, Pat of Portland and Howard Jr. of Aloha; daughters, Sister Mary Elizabeth of Spokane and Mary M. Ford of Silver Spring, Md.; twin brother, Harold W. of Vero Beach, Fla.; and seven grandchildren.
