William P. Tolley served in the Tennessee House of Representatives in the 34th General Assembly (Confederate)from 1861-63 and the 40th General Assembly (1877-79). He also served in the Tennessee Senate in the 37th General Assembly (1871-73), the 41st General Assembly (1879-81), and the 45th General Assembly (1887-89). He was the son of William and Mary M. (Dusenberry) Tolley. William enlisted as a sergeant at Lynchburg in Company E, 1st Tennessee Infantry (Turney's), CSA and was appointed sergeant major on August 7, 1861. He was elected captain April 27, 1862. He was wounded at Gaines Mill on June 27, 1862 and resigned his commission on June 6, 1863 due to his wounds. He continued to serve the Confederacy as a conscript officer. He was married to Fredonia Whitaker on January 9, 1863 and they had three children: Mattie, James, John Lafayette, William M., and Rosa. Fredonia died on January 26, 1877. On March 15, 1888 William married Jennie Alexander. He was living in Winchester, Franklin County, Tennessee when he made his pension application in 1908.
