Paul was born in Baltimore, Maryland to second generation Polish immigrants. He was the youngest of three children and was an unexpected gift to his parents whose first two children Patricia and David were seventeen and fifteen years older than him. After his graduation from Mergenthaler Vocational-Technical High School in Baltimore Paul joined the navy in 1981 at the age of nineteen and later served at both the U.S. Naval bases in Dunoon, Scotland and Guantanamo Bay, Cuba before leaving the navy in 1991 after a career of ten years. He was first married to Frances Wagner (of Baltimore) and had two daughters Alicia Beth Jankowiak and Fiona Michelle Jankowiak (Motley) before they divorced in 1987. He met his second wife Jill Scott in Mayport, Florida and the couple were married in Avalon Beach (Santa Rosa County), Florida on October 18, 1987. After leaving the navy Paul moved to Pensacola, Florida with his second wife Jill where they were soon joined by his two daughters and later gave birth to a son Matthew Scott Jankowiak in 1995. Separated for a number of years, Paul and Jill were also divorced in July 2015. Previously he had worked at the Westinghouse plant in Pensacola until its closure in 1996 before joining the ExxonMobil Corporation in August 2002 at their Atmore, Alabama refinement facility and later on their oilrig platform off the Louisiana coast. His final assignment with ExxonMobil was with their gas plant off the coast of Alabama. He had lived in Mobile since 2012.

Paul suffered a heart attack on August 20 while at work on Dauphin Island, Alabama and lingered in a persistent vegetative state until his death in a Pensacola, Florida hospice.
