Elizabeth "Libby" Bailey Phillips Roe of Cokesbury Village, Hockessin, DE formerly of Sudlersville, MD died on September 20, 2015. Libby, aged 92, was the daughter of Charles W. Phillips and Hattie Freeman Phillips of Hampton, VA.

Known as Libby to family and friends, she attended Hampton High School and graduated from Mary Washington College in 1944.

While in college she visited a friend's home in Maryland and was introduced to her future husband, William M. D. "Bill" Roe. Libby traveled cross-country to meet her fiancé - commissioned into the wartime Navy - and they were married in San Francisco four days after the D Day invasion occurred.

Libby made a home for her husband and family as Bill's Naval career took them to California, Japan, Pennsylvania, and Virginia. She taught school in Virginia, Japan, and on their return to her husband's home town in Maryland.

Libby and Bill lived in Sudlersville MD in the family home, Roecroft Hall, from 1964 to 2007 when they moved to Cokesbury Village, Hockessin, DE to be nearer their daughter.

She enjoyed gardening, sewing, cooking, and reading. Libby was a member of and served as Regent of the Major Samuel Turbutt Wright Chapter of the Daughters of the American Revolution.

In addition to her parents Libby was predeceased by two brothers, John Wesley Phillips III and Charles Freeman Phillips.

She is survived by her devoted husband of 71 years, William M. D. Roe, their children Jane Roe Fox Babcock, William M. D. Roe Jr., Charles Phillips Roe, six grandchildren, and a great-granddaughter.

The family wishes to thank the staff at Cokesbury Village and especially the staff in Health Care, the staff at VITAS Hospice, especially Sheila Resto, for their extraordinary care of Libby.

A memorial service will be held at Cokesbury Village on October 10, 2015 at 1:30 PM. Burial will be at Sudlersville Cemetery at a later date.

In lieu of flowers, please make contributions to the American Cancer Society (92 Reads Way, #205, New Castle, DE 19720) in honor of Libby.
