She was born on February 06, 1951 in Waterloo, the daughter of Bud and Bernice (Rutter) Wilkinson. Jo Ann graduated from Cedar Falls High School.
She married Steven Rolison in 1969, they later divorced.
She worked for Aramark for over 20 years, retiring in 1996.
