Mr. Kiser was born to William "Bill" Kiser and Agnes Olson Kiser in Weiser, Idaho on July 27, 1927. He attended the Weiser schools, but took up the trade of buckerooing and working for the ranchers on Mann Creek as a young man. Mr. Kiser was employed with the Weiser Flour Mill for several years, but always remained true to horses, dogs, and livestock. Together they had four sons. He was very proud of them and taught them his way of life.

Mr. Kiser later moved to Lostine where he had resided for the past 30 years, 22 of which were spent in the home of his long-time friend and caretaker, Sally Akin.
