James Hunter was a First Selectman for Clinton in the years; 1831,1833, and 1836. He was also a State Representative in the Maine Legislature for Clinton and Winslow in 1841. James Hunter, Lieutenant, served from 20 October 1838 to 12 June 1846 in the Fourth Company Militia. James and cousin, David Hunter, built a shingle mill in 1836 on the island opposite the village. The first grist mill at Clinton Village was built in 1834 by James and David Hunter
