She was born May 22, 1922, in Mt. Pleasant, Mich., the daughter of Frank and Sadie (nee Elliott) Paisley. She was married to Ernest N. Neff in 1940. They had three children, Roderick (Bonnie, deceased) Neff, Dinah Ewing, and Patrick (Mary) Neff . Ernest passed away in 1963. In 1965 she married Orris D. Bisbee. Together they operated a retail close-out business and later opened a women’s resort wear store on Mackinac Island, Mich. In 1980 they moved their business, Ginny’s Ladieswear, to Horicon. After retirement, in 1984 Virginia returned to Michigan to care for her elderly mother and then traveled south to live with family in Florida and Georgia.
She was an avid reader, enjoyed traveling, playing cards and spending time with her family.
Virginia is survived by her loving children, sisters, brothers, grandchildren, step grandchildren, great-grandchildren, great-great-grandchildren and further survived by nieces, nephews, other relatives and friends.
She was preceded in death by her parents; first husband, Ernest; second husband, Orris; sister, Norma Frick; brother, Arthur Paisley; brothers-in-law, August Frick, Robert Vogel, Melvin Schaffer, and Orville Riggle; daughter-in-law, Bonnie Neff; stepdaughter, Corrine Dunn; niece, Rebecca Riggle; and nephew, Michael Riggle.
A private family service will be held.
