Burt was the son of Eri W. and Mahala (Thompson) Perrigo. Burt was raised on the 80 acres owned by his father in Ellsworth, Pierce County, Wisconsin. He had an older brother Sidney and a sister Lenore. By the age of 19, Burt was living on his own in Milwaukee, Wisconsin. He told his son Dr. Vernon Perrigo about his early career. He was a trapeze artist for Ringling Bros until he fell and broke his back, and he played in the John Philip Sousa Band. He played Solo B flat clarinet from Sioux City during that time. According to the U.S., Spanish American War Volunteers Index to Compiled Military Service Records, Burt played in the Company Band, Unit 52 Iowa Infantry in 1898. He was also a lumberjack on or near an Indian reservation.

Burt reported that he was a barber on the 1900 census. On 26 June 1900, Burt married Emma W. Schroeder in Nelson, North Dakota. To this union, 3 children were born: Margaret (1904), Vernon (1910) and Helen (1912). They raised their children and lived in Minnesota until 1948. Then, Burt and Emma moved to Washington DC because his female cousin Frankie Harris was there. Burt was a barber in a large hotel. Senators and Representatives got their hair cut and they told Burt jokes which he sent in letters to his son Vernon. Burt and Emma were married over 49 years when she died on 19 December 1949. Burt had worked as a barber for over 50 years when he died on 6 April 1958.
