US Congressman. A graduate of Dickinson College in Carlisle, Pennsylvania, he studied law, and became an attorney in 1844, and served as Lancaster District Attorney from 1856 to 1859. After the Confederate bombardment of Fort Sumter, South Carolina started the Civil War, he quickly enlisted in the Union Army, and was commissioned as Lieutenant Colonel of the 10th Pennsylvania Volunteer Infantry on April 24, 1861. He served through the June-July 1861 First Bull Run Campaign, and was honorably mustered out on July 31, 1861. The next year he served as Colonel of the 12th Pennsylvania Militia for the two weeks it was federalized during the September 1862 Antietam Campaign. Upon the death of Congressman Thaddeus Stevens in 1868, he ran in and won a special election to fill the vacant seat, being elected as a Republican to represent Pennsylvania's 9th Congressional District in the United States House of Representatives. He served from 1868 to 1873, returning to Lancaster after the end of his Congressional terms, and resumed practicing law until his passing in 1876.
