He was born to the Rev. Thomas Carter and Mary Proctor. At the time of his birth his father was Under-Master of Eton College, and later served the college as it's Vice-Provost.
The young Thomas received his primary education at Eton from the age of six. In 1825 he entered Christ Church, Oxord, where he graduated with honors in 1831.
Ordained a Deacon: 21 October 1832, by the Rt. Rev. Burgess, Bishop of Salisbury.
Ordained a Priest: 22 December 1833, by the Rt. Rev. John Kaye, Bishop of Lincoln.
On 26 Nov 1835, at Taunton, Somerset, he married Miss Mary Anne Gould. They had a family of three children.
He was introduced to the Tractarian/Oxford Movement through his wife and her family.
He served as Rector of St. Andrew's Parish 1844-1880.
In 1862, at All Saints Church, Margaret Street, London, Canon Carter founded the Confraternity of the Blessed Sacrament of the Body and Blood of Christ (CBS). He served as it's first Superior-General from 1862 to 1897.
Father Carter was also a member of the Society of the Holy Cross (SSC), and served as it's Master from 1876 to 1879.
Canon Carter also co-founded the Sisterhood of St. John Baptist, now the Community of St. John Baptist, (CSJB); and the House of Mercy, St Andrew’s Convalescent Hospital, several schools and St Andrew’s Almshouses.
