She was born in Doylestown, PA on May 1, 1972 a daughter of Larry and Ruth Clark Brown and moved to Fort Plain in 1975. Billie Jo was a 1991 graduate of Fort Plain High School and attended Paul Smiths College.
She was employed as a Certified Nursing Assistant at Pine View Commons in Johnstown for more than five years.
Billie Jo enjoyed crocheting, shopping, and playing Bingo. Her greatest delight was spending time with her family and friends.
Survivors include her husband, Ronald W. Bailey, Jr., whom she married on June 5, 2004; three children, Christopher M., Justin W., and Julia M. Bailey, all at home; her mother and stepfather, Ruth and Bruce Armer of Sprakers; two brothers, Robert Brown (Melodie Hayes) and Sean (Erin) Brown all of St. Johnsville; a stepbrother, Brian Armer of Amsterdam; two stepsisters, Faye Lynn Carpenter of Amsterdam and Nona Lane of Stanford, NY; her in-laws, Diane (Phil) Neahr of Amsterdam, Ronald (Laura) Bailey, Sr. of the Town of Florida, and Berdella (late Michael) Moynihan of Broadalbin; a sister-in-law, Melissa Hoyt of Amsterdam; several aunts, uncles, nieces, nephews, and cousins.
Burial will be in Hagaman Cemetery.
