Frank Marion Mulkey was the oldest son of Marion Francis and Mary Porter Mulkey. He grew up in Portland and graduated in 1889 from the University of Oregon. He studied law and was admitted to the bar in June, 1891.
Frank remained a bachelor and willed the Mulkey Building at 159 SW Morrison Street to the State of Oregon in remembrance of his brother, Ex-Senator Frederick Mulkey.
