The Rev. Councill was born in 1917 in Suffolk, the son of the late Rev. Richard C. Councill and Rosa Councill. He was pastor of Metropolitan AME Zion Church, Norfolk, for more than 42 years. He was predeceased by his wife, Dorothy Coston Councill.
He is survived by a son, William ``Billy'' Richard Councill; two daughters, Faith Councill Pittman and Sheila Councill Williams, all of Virginia Beach; his grandchildren, Richard Alvin Councill II, Rhan Pittman, Reginald Williams, Ahmed ``Ricky'' Pittman, Kofi Williams and Summer Williams; a sister, Evora Newby; two godchildren, Carlotta Jordan and Norman Banks; and a host of nieces and nephews.
A funeral will be conducted at 11 a.m. Saturday at Metropolitan AME Zion Church, 1710 Springfield Ave., Norfolk, by Bishop Clinton Hoggard. Burial will be in Princess Anne Memorial Park. The body will be taken to the church at 9:30 a.m. Graves Funeral Home is in charge.
