Brother of philosopher Bertrand Russell, Frank, as he was known, was orphaned at the age of 10, and became the 2nd Earl Russell when his Grandfather died in 1878. He was a member of the House of Lords between 1887 and his death. He wished to reform divorce law; he introduced a bill that, if it had been successful, would have allowed for divorce by mutual consent after one year's separation. In 1912 he became a member of the Fabian Society, and became a socialist.

Married three times, he was once accused of bigamy in 1901. He was notoriously called "The Wicked Earl".

Frank Russell supported his brother's pacifism during the First World War, and was a close friend of philosopher George Santayana.
