Sally E. Seidman was a special education teacher and an advocate for the rights of mentally retarded children. She worked through the Parent Volunteer Association to improve conditions for children living in institutions.

She taught at the Green Road Developmental Center from 1975 until she retired in 1993 because of illness.

Mrs. Seidman collapsed with apparent heart failure Friday at her home in Shaker Heights. She died in the emergency room of Meridia South Pointe Hospital in Warrensville Heights. She was 66.

Mrs. Seidman was born in Cleveland. She graduated from Lakewood High School in 1947. She earned a degree in fine arts from the Carnegie Institute of Technology in 1951 and a master's degree in drama from the University of Denver.

While she lived in the West, she served on the board of directors of the American Civil Liberties Union of Colorado and volunteered with the Democratic Party. She also taught English at the Colorado State Penitentiary for several years.

In the Cleveland area in the mid-1980s, Mrs. Seidman served as president of her chapter of the Ohio Education Association.

She enjoyed playing bridge.

She was the mother of a retarded child who died in infancy.

Mrs. Seidman is survived by sons, Christopher M. Finan of Brooklyn, N.Y., Timothy S. Finan of Middleburg Heights and David D. Finan of New York City; a brother; and a sister.

Services will be at 1 p.m. today at Brown-Forward Funeral Home, 17022 Chagrin Blvd., Shaker Heights.
