A Skiatook native, Fisher attended schools in Sperry and Skiatook and was a 1957 graduate of Skiatook High School. He was a Shield of Shelter insurance agent in Skiatook.
At the time of his death, Fisher was Skiatook Chamber of Commerce president, Pioneer Days chairman and Skiatook Rotary Club secretary. He was former president of the Skiatook board of education and of Skiatook Ministers Fellowship. He was a Skiatook Lake Association member and a board member of Skiatook Emergency Assistance.
Fisher was a member of Kihekah Steh Indian Club and was named "humanitarian of the year" by the Skiatook and Sperry Sertoma Club. He was pastor, elder and high priest of the Reorganized Church of Latter-day Saints and served on the Tulsa Stake high council.
