Billy Ralph Shipp was born in Fort Worth, Texas on August 4, 1933 to William Franklin Shipp and Lena Mae Shipp. He married the love of his life, Charlene Brumbalow on May 21, 1950. Billy had two daughters, Darlene and Rhonda. Billy worked for the 7-Up Bottling Company and Mrs. Baird's Bakery before accepting God's call on his life to the ministry in December 1963. Since that time, Reverend Shipp pastored churches in Richton, Mississippi, Nocona, Texas, Lighthouse Assembly of God in Haltom City and the Abundant Life Christian Center in Balboa, Panama. He also founded the River Oaks Assembly of God in River Oaks.

While pastoring at the Lighthouse Assembly of God Church, Reverend Shipp had a radio broadcast and the theme song was "The Lighthouse." The songs says, "if it wasn't for the Lighthouse, where would this ship be." He often reminded his friends and family of this saying.

In Panama, he pastored an English-speaking church for 15 and a-half years. His main ministry was to families of the military, Department of Defense and Panama Canal Commission. While at Abundant Life Christian Center, he and his congregation were involved in helping build churches throughout the interior of Panama.

Billy was preceded in death by his parents, his brothers, Gary, and James Shipp, sisters, Judy Shipp and Wanda Foster, his oldest daughter, Janet Darlene Rattie and a great-granddaughter, Courtney Payne.

Survivors: His wife of almost 62 years, Charlene; his daughter, Rhonda Wixom and husband Bill of Lorena, Texas; Granddaughters, Michelle Sebold of Bedford, Texas and Cheryl Williams of Round Rock, Texas; Grandsons, Bradley Paul Bryan of Porter, Texas and Rusty Posey of Atlanta, Texas; and 16 great- grandchildren.
