Florence was born the only child of William Parvis and Sarah Reed Davis Waldman. She was given the middle name Beulah after her grandmother Beulah Butterworth Davis.

Florence traveled extensively with her parents, as her father worked with the railroad. She traveled to Albany, Chicago to the World's fair, Philadelphia and many other places.

Her father died when she was 13 years old. She and her mother continued to live in their home on Orange Street on Wilmington and frequently visit friends in other cities.

Her mother died when Florence was 26 years old.

On April 28, 1917 she married Edgar Fulton Charles, Sr. in Wilmington. On December 7, 1918 she gave birth to their first son, Edgar Fulton, Jr., whom she called Junior. On March 16th, 1921 she gave birth to a premature stillborn son William Waldman Charles. She developed an infection and never recovered. She died in the hospital on April 26, 1921.
