Mrs. FRANCES WILLARD (BLAKE) WALLACE was the daughter and only child born to the union of Mrs. Mattie A. Harris Blake and William Lewis Blake. Her parents were prominent Jefferson Central (Negro) School educators.

She was raised and educated in Jefferson, Texas in Marion County. She graduated from Bishop College in Marshall, Texas in Harrison County. Except for brief periods in Corsicana and Linden, Texas, she remained in the Marshall, Texas area. After she graduated from college, she embarked upon a 47-year career in the educational field which included teaching experience at the elementary, high school and college levels.

In 1923, she wed physician Dr. Samuel Cleon "S.C." Packer. However, they were married for only a few years.

In 1937, she married Leroy Wallace, who was the son of Mrs. Rosa Neale (Robinson) Wallace and Sterling W. Wallace Jr., of Marion County, Texas. For a few years, they resided in Harrison County, Texas where he worked as an insurance agent & collector. At this time, she worked as the Assistant to the County Superintendent for Public Schools.

She authored various articles which focused on the progress of education beginning with the thesis she submitted to Atlanta University in 1943 (Georgia) entitled "A Study of Intelligence, Some Personality Traits and Adjustments of Seventy Negro Teachers of Panola County, Texas."

She was also a member of the faculty of Bishop College, Supervisor of County Schools, Jeanes Supervisor, Principal, and the Director of Education. She was listed in Who's Who In American Education, Personalities of the South, and Who's Who of American Women. She was also active in numerous civic and professional organizations. She was awarded many plaques and citations from East Texas Teachers Education Association and the Alpha Kappa Alpha Sorority. She was also inducted in 1976 into the Bishop College Hall of Fame.

"Funeral services for Frances B. Wallace, 804 High Street, Marshall, will be held at 11 a.m. Friday at Ebenezer United Methodist Church with Rev. Darnell Thomas Sr. officiating. Burial will be in Ray Cemetery, in Jefferson, under the direction of Rambo Funeral Home. Mrs. Wallace died at 9:30 a.m. Monday, June 12, 1989 at her home. She was born August 13, 1900, in Jefferson -- a daughter of W.L. Blake and Mrs. Mattie Harris Blake. She received a bachelor's degree from Bishop College and a master's degree from Atlanta University. She was an educator until she retired in 1968, and she was secretary/treasurer of the East Texas District Educational Association. She was a life member of NEA, Alpha Kappa Alpha Sorority, Eutopia Court of Calanthe, heroines of Jericho and American Woodmen. She was listed in the Personalities of the South from 1976-1977, Who's Who in American Education and Who's Who in American Women with World Notables from 1970-1971. She married Leroy Wallace on February 22, 1937 in Benton, Louisiana. Mrs. Wallace was president of the Wesleyan Service Guild, and she was supervisor of Black Schools, Panola County. She was a member of Ebenezer United Methodist Church. She is preceded in death by her parents and her husband. Survivors include two cousins, Travis Harris of San Diego, California and Gladys McGowan of Nashville, Tennessee; one sister-in-law, Annie L. Gilbert of Marshall; one brother-in-law, Bruce Wallace; and a number of nieces and nephews. The family will receive friends at the funeral home from 7-8 p.m. The body may be viewed at the church on Friday from 10 a.m. until service time."

Upon her passing, Mrs. FRANCES WILLARD (BLAKE) WALLACE was laid to rest on June 16, 1989 on the grounds of Ray Cemetery in Jefferson, Texas in Marion County.
